As ranked season 8 ends patch 8.23 is soon to hit live server and with it will come major changes to the game ,
Longer laning phase
Riot dev team wants the games to be longer and more counter matchup friendly that's being said when your playing into a hard match up you have more time to farm and get cs safely under tower cause losing a tower will end laning phase and with laning phase it will be hard to get cs as being pushed in and pressured , secondly the dev team insist on making laning phase longer so the losing player well at least end the laning phase with 2 items , and that doesn't mean the lane winner and the aggressive player wont be rewarded for each 1000 hp from the tower u take you gain gold this case is only for the outer turrets and the others will remain 3000 hp and the first tower blood will be only 150 as u gain gold while damaging the turret
More flexible rune path
Riot dev team stated on their official forum that they want to make rune path more flexible in audition to gaining all the stats from the normal runes another taps added when u can benefit from other stats like
Row 1: 10 Adaptive (6 AD or 10 AP), 9% Attack Speed, 1-10% CDR (lvls 1-18).
Row 2: 10 Adaptive (6 AD or 10 AP), 5 Armor, 6 Magic Resist, (We’re debating adding a 4th here).
Row 3: 15-90 HP (lvls 1-18), 5 Armor, 6 Magic Resist
as u can pick your aggressive or defensive shards without the need of following a certain three for exemple an assistance wants more hp early game without going to resolve secondary as he want magnaflow or clarity you can now pick the free hp down there
Comeback and Shutdowns
Now comebacks are more achievable and the bounties are visible to enemy team cs and towers gold is part of the comeback system , you cs better there is a bounty on your head and the bounties on losing team will reduce so the carry on enemy team wont be punished that hard
Reduce epic Monsters respawn time
Elemental Drakes respawn time is 6 minutes instead of 5 minutes
Elder Dragon is 8 minutes instead 6 minutes so you get the chance to come back in the late game
Baron is 7 minutes instead 6 minutes , riot try to force longer games with the new tower system and the runes is a way to trick aggressive players to take more defensive stats this might give birth to new meta this season gonna be interesting for sure
